Frankly, this doesn't make much of a difference to me. For the most part, Twitter users are savvy and probably (I have no data, just speaking from personal experience) wouldn't follow a brand who does a promoted tweet unless their other content is good. I even check out a brand's timeline before clicking a link in a promoted tweet. BUt like you pointed out, this will make it so that the brand's followers aren't overwhelmed by "marketing copy" - but a tweet shouldn't be marketing copy in the first place. All in all, not a huge deal.
